This series of webinars on documents that were approved by council at its 72nd session will end with this last one on ARM Guidance documents. There will be three presentations as follows: Guideline on Mobile AtoN, Guideline on unique identifier for Maritime Resources, Guideline on the Development of a Description of Maritime Service in the Context of e-navigation.

Guideline on Mobile AtoN, Trevor Harris

Captain Trevor Harris is Navigation Manager at Trinity House.

He heads up the team dealing with the regulatory side of the provision of AtoN around England and Wales. He has been at Trinity House 8 years and in this role for 4 years. He has attended the ARM committee since 2017 and was the task group leader for the final stages of the work on what is now G1154. Prior to joining Trinity House he was at sea for 33 years primarily sailing on Tankers and latterly RoRo vessels out of the UK.

 Guideline on Unique Identifiers for Maritime Resources, LeeAnne Gordon

LeeAnne Gordon is the Modernization Lead for Nautical Publications at NGA in the United States.  She has been attending IALA meetings for the past 5 years.  Miss Gordon sailed in traditionally-rigged tall ships for a number of years before joining the U.S. Government, and enjoys being on and near the water.

 Guideline on the Development of a Description of Maritime Service in the Context of e-navigation, Peter Hooijmans

Peter Hooijmans, Rijkswaterstaat, Ministry of Infrasctructure and Waterways. As of 2008 involved in the development of e-Navigation within different IALA working groups and committees.

Monica Sundklev is working as a senior adviser at the Swedish Transport Agency with responsibilities to develop, coordinate and regulate various fields of maritime traffic including ship reporting and VTS. She has participated in the IALA VTS Committee since 2003 both in the Training Working Group (WG3) as vice-chair as well as in the Operations Working Group (WG1) as vice-chair and chair before she was elected chair of the VTS Committee in 2018.

Guideline 1089 Provision of a VTS

After 36 years in the Royal Navy, Commodore Barry Goldman assumed the role of VTS Manager with the Port of London (2001 – 2012) before his final appointment as Harbour Master for Jersey Harbours (2012 – 2014).  He has carried out representational roles for UK Major Ports Group and for the International Harbour Masters’ Association (IHMA) on national, EU and IALA committees and specifically the IALA VTS Committee

VTS Manual + Guideline G1150 on establishing, planning and implementing VTS

Neil Trainor is currently employed with the Australian Maritime Safety Authority as Principal Advisor, Vessel Traffic Services. His major areas of responsibility include: Managing AMSA’s role as the competent authority for VTS, including oversight of the associated regulatory framework, the assessment and appointment of VTS Authorities and the accreditation of VTS Training Organisations. It also includes, providing strategic advice to AMSA with regard to meeting its responsibilities as the competent authority for VTS.
Guideline on Recruitment, Training and Certification of VTS Personnel

Starting her career as a deck cadet with the Canadian Coast Guard, Jillian served in the CCG both afloat and ashore for 2 decades.  Jillian taught VTS and Maritime Communications at the Canadian Coast Guard College for 10 years, where she promoted the concept of standardized VTS training.  After working as technical coordination manager for IALA from 2002-2006, she moved to Australia where she continues to promote professional, consistent delivery of VTS.  She is currently chairing the review of the review of VTS training through the Personnel and Training working group of the IALA VTS Committee.

Simon Millyard, from Trinity House is now Chairman of the IALA Engineering & Sustainability Committee. He will give a presentation on the IALA Committee structure, and an overview on the Recommandation 1020 on Terrestrial Radionavigation Systems.
Malcolm Nicholson is the Global Product Manager for Sealite and is responsible for the full portfolio of Marine Products. He is also key to educating AtoN Managers through Sealite’s Global Masterclasses and Technical Training Programs. He will present an overview on the Guideline 1135 on Effective Intensity.
Jaime Alvarez is a Nautical Engineer and maritime transport, and Technical Officer at IALA. He will give a presentation on the Virtual meeting structure and the work progressed on radar in busy harbours and enhanced radar positioning.

Minsu Jeon is the Technical Operations Manager at IALA. He is responsible for supporting and coordinating the work of the technical Committees and representing IALA in a technical capacity. He will give a presentation on IALA Standards, Recommendations and Guidelines.
Julius Möller is a PhD student and Research Associate at the department of System Analysis and Optimization at the Carl von Ossietzky University Oldenburg, Germany. He will give a presentation on Web service based S-100 data exchange
Ronald Raulefs is senior researcher and project manager at the Institute of Communications and Navigation of the German Aerospace Center (DLR) in Wessling, Germany. He will give a presentation on VDES R-Mode.
