AtoN Personnel are persons trained in AtoN matters and holding appropriate qualifications issued by, or on behalf of, a Government or a Competent Authority. Two levels of skills, knowledge and competence of AtoN Personnel are set out in Recommendation R0141. These are described as Level 1 for managerial functions and Level 2 for technical functions respectively.
