Council 72

Due to the meeting restrictions imposed by the COVID-19 Pandemic, the 72nd session of the IALA Council was held from 8 to 10 December 2020 by videoconference.

Here is a list of the main decisions taken during the council:

The council approved the Decision on the Transitional Arrangements from the KL Convention.

The council approved the changes in the Basic Documents.

The Council approved the budget for 2021.

The Council approved the updated Committee work programme for 2018-2022.

The Council approved the revised recommendation R1016 Mobile Marine Aids to Navigation.

The Council approved the new guideline on the use of Mobile AtoN.

The Council approved the new guideline on the development of a description of a maritime service in the context of e-Navigation.

The Council approved the revised guideline G1143 on unique identifiers for Maritime Resources.

The Council decided to send the Draft Guideline on Ship Reporting from a shore-based perspective back to the ARM Committee for further discussion in the VTS Committee.

The Council approved the new Recommendation on Terrestrial Radionavigation Services.

The Council decided to send the Draft Recommendation on Provision of GNSS Augmentation Service for Maritime Applications back to the ENG Committee to take into consideration the comments from China.

The Council approved the revised Guideline G1135 on Effective Intensity Revision.

The Council approved the revised Recommendation R0119 – Establishment of VTS and Revised Guideline G1150 – Establishing, Planning and Implementing VTS.

The council approved the revised Recommendation R0103 (V-103) on Training and Certification of VTS personnel and Draft Guideline on Recruitment, Training and Certification of VTS personnel.

The council approved the Draft Recommendation on Marine Aids to Navigation Awareness for Mariners.

The council approved the revised Guideline G1089 – Provision of a VTS.

The Council approved the new Guideline on Web Service based S-100 Data Exchange.

The council approved the new Guideline on VDES R-Mode.

The council decided to send the Revised Guideline 1139 Edition 4 on Technical Specification of VDES back to the ENAV committee for further update.

The Council approved the Liaison note to CIRM on the Effect of Radars on Racons in Busy Harbours (C72-13.1.1).

The Council approved the Liaison note to CIRM on Enhanced Radar Positioning System (C72-13.1.2).

The council approved the Liaison note to ETSI TGMARINE on Radar Standards (C72-13.2.1).

The council approved the IALA response to RTCM liaison note on SC104 & SC134 activities (C72-13.3.1).

The council approved the liaison note to IHO NIPWG on ‘Marine Navigational Services Product Specification – Vision outline’ (C72-13.4.1).

The Council decided that Singapore will be the host of the 15th IALA Symposium.

The Council approved Industrial membership for:

The Council approved the terminations of industrial membership for:

The Council approved the termination of associate membership for:

The Council approved the following tentative dates and venues for the following sessions:

  • Session 73: 7-11 June 2021 (week 25), Rio de Janeiro, Brazil
  • Session 74: 13-17 December 2021 (week 50), IALA Headquarters
  • Sessions 75 & 76 : 29 May &4 June 2022, Rio de Janeiro, Brazil
